Terminal fees: Claiming refund and all you need to know

DUBAI - Starting on October 1, passengers who will book international flights landing or departing from Manila's Ninoy Aquino International Airport (NAIA) will be charged an additional P550 (AED45) as terminal fee when buying their tickets online or from travel agents outside the Philippines.
The new rule comes into effect after the Manila International Airport Authority (MIAA) signed an agreement with airlines flying international routes to the Philippines. The terminal fee of P550 for international travel or P200 for domestic travel will be incorporated in the airline ticket fee. MIAA officials said the move is aimed at eliminating long queues at airport terminals where fees are currently collected manually.
The rule currently applies to flights at NAIA. It is not clear whether the Mactan Cebu International Airport Authority, the Civil Aviation Authority of the Philippines and other international airports in the country will also incorporate terminal fees in airline ticket fees, but the Department of Transportation and Communications has urged them to do so.
Exemptions
Meanwhile, NAIA media affairs chief Connie Bungag said Overseas Filipino Workers (OFWs) will be exempted from payment of the terminal fee. OFWs purchasing airline tickets in the Philippines need to present their Overseas Employment Certificate (OEC) to be exempted from paying the terminal fee.
Those who have purchased online tickets or bought their tickets through agencies can file for a refund.
Bungag said booths will be set up at NAIA where OFWs can claim their refund by presenting their OEC.

Can I send someone else to claim my refund?
Yes. Your representative should present a valid government ID with photograph, copy of the passenger’s ticket, an itinerary or official receipt, invoice showing “Payment for Terminal Fee” with code “LI International”, OEC and boarding pass
